Furthermore, you have a chance to renew the discounts you got in order to get more benefits.
The California LifeLine Program (California LifeLine) is a state program that provides discounted home phone and cell phone services to eligible households. This helps consumers lower the cost of their phone bills.
Only one discount per household is allowed for qualified households. And each household must choose to get the discount either on a home phone or on a cell phone.
California LifeLine Programs Qualification
Currently, there are two telephone discount programs provided for Californian residents which they can apply for, and each has its own advantages. They include:
- California LifeLine Program
- Federal LifeLine Program.
In order to be approved of the exclusive offers of California LifeLine Programs,
you must be qualified for the programs.
You may be eligible for the program, provided one of your household members gets enrolled in eligible public-assistance programs or your total annual household income is at or less than the required income limits. Also, you must submit COPIES of proof of eligibility with the completed and signed application.
Program-Based Qualification
If you or anyone from your household is enrolled in any of these qualifying public assistance programs, then you are qualified for California LifeLine.

Income-Based Qualification
Provided that your household’s total annual gross income is at or less than these annual income limits stated below, then you can qualify for the California LifeLine program.

NOTE: Documentation is required to show your household’s total annual gross income meets the annual income limits if you are qualifying by Income-Based.
Your household’s total annual gross income is all the money received BEFORE TAXES by everyone in your household including adults and children. Irrespective of the source, whether taxable or non-taxable, including, but not limited to: wages, salaries, interest, dividends, alimony and child support, grants, allowances, stipends, lottery winnings, unemployment and public assistance benefits, social security payments etc.

Once you are very sure that you are qualified for California LifeLine, then you need to contact and inform your home or cell phone company that you want to apply for California LifeLine. Note that your home or cell phone company must be one of the approved California LifeLine telephone service providers.
Once you inform them, they will begin the California LifeLine program application for you. Then your home or cell phone company will mail you a pink envelope within three weeks. This contains an application form with a Personal Identification Number (PIN) for use during the application process.
Then you can now visit www.californialifeline.com start applying for discounts. Type in the Applicant’s Phone Number and Personal Identification Number (PIN), which are printed on the first page of your California LifeLine application or renewal form from the California LifeLine Administer.
Next is for you to choose how you get to hear about California LifeLine in the drop-down menu. After that press the “LOGIN” button and follow the prompts to complete the whole process.

NOTE: If approved by the California LifeLine Administrator, the California LifeLine discounts will start either on the date the California LifeLine Administrator notifies the cell phone company of the applicant’s approved eligibility or on the date, the discounted service was activated (i.e., the California LifeLine participant can make and receive calls with the handset provided by the California LifeLine cell phone service provider), whichever is later.
California LifeLine Programs Renewal Process
In order for you to renew your California LifeLine, you will be mailed a renewal form with a Personal Identification Number (PIN) in a PINK envelope from the California LifeLine Administrator. You will receive it within 105 days prior to your California LifeLine anniversary date.

Types of Discounts Available For California LifeLine Beneficiaries
- Monthly flat rate service discount = up to $14.85*
- Monthly measured rate service discount = up to $14.85*
- Monthly cell phone service discount = up to $14.85**
- Service connection discount = up to $39
- Service conversion discount for home phone services = up to $39
- Exempt from paying the public purpose program surcharges, CPUC’s user fee, federal excise tax, local franchise taxes, and State 911 tax associated with their telephone service.
- Discounts on two telephone lines for teletypewriter (TTY) users and Deaf and Disabled Telecommunications Program participants are allowed. The person who uses a TTY must have immediate and continuous access to it. If the Deaf and Disabled Telecommunications Program did not give the TTY, a COPY of a medical certificate indicating the person’s need for a TTY is required to receive the discount on the second home phone line.
